Today's strip refers to a legendary (for various reasons) episode from the first series of The Next Generation: Justice, in which Wesley Crusher accidentally breaks a law (by stepping on a flower bed!) and is sentenced to death on a planet the Enterprise had no business being on in the first place. Picard is succesful in extricating Wesley from his predicament.

Similar issues crop up in other episodes of all Trek incarnations. The first place you should stop-off on any planet is the nearest legal library.
