Rocket boosters definitely constitute cheating.

This is the last Minor Sporting Event Special (you may now breath a sigh of relief). But, hey, this one does at least take place in the "Tranquility Base" universe.

Panel 1: Four robot dogs are racing after a cat affixed to a pole. One dog is way out in front, but appears to be using rocket boosters to make himself go faster!
